摘要
随着公共服务建设事业的发展,农村社区治理中逐渐会出现因公共服务内外要素引发的职能缺位、需求难以满足、供需失衡及群众上访的社会风险,制约农民的自由全面发展。通过相关性分析、回归分析、建构模型的手段分析发现,服务主体权责、农民受教育程度、服务供给机制、地方性社会网络和社区文化环境对诱发社会风险的关联性较大。为此,提出相应的治理模式和防范路径,是推动基层治理体系和治理能力现代化的重要途径。
With the rapid development of new rural community construction,the public service has become an important dimension to protect the basic rights and interests of farmers and promote the balanced development of urban and rural areas.However,with the development of the public service construction,various social risks caused by the multi-dimensional influence of internal and external elements of public service may gradually appear in the process of rural community governance,which is manifested in the transfer of power and the difficulty of meeting the demand.The imbalance between supply and demand and the petition of the masses will further limit the realization of farmers'basic rights and interests,resulting in all kinds of interest disputes and conflicts,thus restricting the free and all-round development of farmers.Therefore,through the correlation analysis,the multiple regression equation analysis,technical means of constructing regression model to analyze the possible social risks caused by rural community public service,found that the power and responsibility of service subjects,farmers'education level,service supply mechanism,local social network and community cultural environment have great relevance to the possibility of inducing rural community public service risk.Therefore,it is to clarify the rights and responsibilities of the main body of community public service,to construct a peasant education model in line with the development of the times,to perfect the supply mechanism of public service,to promote the construction of humanized,equal and efficient social network of rural community public service,and to construct a cultural environment of mutual tolerance in rural community.The governance of the healthy development of rural community public service is also an important way to avoid social risks effectively.
