摘要
建立健全自然灾害监测网络,联通自然灾害监测预警信息共享体系,是自然灾害防治体系建设的关键环节。本文运用文献归纳法,对国家政策文件、管理部门信息、相关论文资料、最新行业动态等资料进行收集整理,系统梳理当前地震灾害、地质灾害、气象灾害、水旱灾害、海洋灾害、森林和草原火灾监测网络建设情况。通过分析发现以下问题:监测网络建设分散,数据壁垒问题严重;指标体系有待完善,监测数据尚有不足;监测设备存在限制,预警时效亟待提高。对此,提出如下对策:加强顶层设计,统筹规划建设;发挥各方优势,构建多级网络;结合风险普查,细化监测指标;加强科技支撑,提升监测能力;注重基础建设,实现综合监测。
Establishing the sound natural disaster monitoring network,and connecting the natural disaster monitoring and early warning information sharing system are the key links in the construction of the natural disaster prevention and control system.This paper uses the method of literature induction to collect national policy documents,administrative department information,relevant papers,and the latest industry trends.It sorts out the current monitoring networks about earthquake disasters,geological disasters,meteorological disasters,floods and droughts,marine disasters,and forest and grassland fires.It discovers the following problems:the monitoring networks are scattered with data barriers;the index system is needed to be improved with insufficient data;the monitoring equipment has limitations,and the early warning timeliness is needed to be improved urgently.The following countermeasures are proposed:to strengthen top-level design and overall planning;to leverage the advantages of all sides to build a multi-level network;to combine risk surveys to refine monitoring indicators;to strengthen scientific and technological support to enhance monitoring capabilities;and to focus on infrastructure construction to achieve comprehensive monitoring.
