摘要
本文对2016年习近平"4·19"讲话的价值意义作了全面总结和分析,指出讲话定位了网络舆论工作的重要地位,明确了我国网信事业发展的目的宗旨,阐释了网络安全与发展的辩证关系,厘清了网信事业管理的政企职责,阐述了网信人才使用的特殊政策,论述了突破核心技术瓶颈的思想共识,讲话标志着中国共产党人的信息网络观进入一个新的历史阶段,是一篇引领我国网络传播与网信事业发展的经典文献。
This paper makes a comprehensive summary and analysis of the value and significance of Xi Jinping’s"4.19"speech in 2016.It points out that the speech has positioned the important position of the internet public opinion work,has clearly defined the purpose of the development of internet and information cause,explained the dialectical relationship between the internet security and development,clarified the responsibilities of the government and enterprises in the internet management,expounded the special policies for the use of the internet personnel,and discusses the ideological consensus of breaking through the bottleneck of core technology.The speech marks a new historical stage of the Chinese Communist Party’s concept of information and internet,is a classic literature which leading the development of China’s internet communication and information cause.
