国家治理现代化进程中的政府公信力体系构建研究--基于中国综合社会调查(CGSS)的结构方程模型分析被引量：1

Building the Credibility System of the Government in the Process of National Governance Modernization:Based on the Structural Equation Model Analysis of the China Comprehensive Social Survey(CGSS)

摘要 “国无信则衰”,构建新时期的政府公信力体系,不仅是实务界的实然需求,也是学术界的应然回应。有鉴于此,研究基于中国综合社会调查数据,将行政效率、治理能力、依法水平和公共服务满意度作为外衍潜变量,建立起政府公信力的结构方程模型,并采用极大似然法进行参数估计。研究发现:治理能力外衍潜变量正向显著影响公共服务满意度,公共服务满意度外衍潜变量正向显著影响政府公信力。为此,应构建职责分明和依法行政的政府治理体系、提升公共服务整体质量与细化服务评价指标、优化政府机构职能与推进集成服务改革、创新政府治理制度与促进政府与社会良序互动等优化路径,以期反刍实践,为国家治理现代化进程中政府公信力体系的构建提供学理支撑。 “A country without credibility will decline.”Building a government credibility system in the new era is not only an actual demand from the practical community,but also an expected response from the academic community.In view of this,the research is based on China’s comprehensive social survey data,taking administrative efficiency,governance capability,legal level and public service satisfaction as external latent variables,establishing a structural equation model of government credibility,and adopting the maximum likelihood method as parameters estimate.The study found that the external latent variable of governance capacity has a positive and significant impact on public service satisfaction,and the external latent variable of public service satisfaction has a positive and significant impact on government credibility;finally,based on the findings of the research,the paper points out that the construction of clear responsibilities and administration according to law should be established,the overall quality of public services be improved and service evaluation indicators be refined,the functions of government agencies be optimized and integrated service reforms be promoted,government governance systems be innovated,and good-order interaction between the government and society be promoted.All these should be able to promote the practices to provide academic support for the building of government credibility system in the process of modernization.
