摘要
作为世界第一的粮食生产、消费以及进口大国,粮食产业国际竞争力提升是构建我国粮食安全保障体系的重要组成部分。基于粮食安全视角界定粮食产业国际竞争力内涵,从粮食供给总量、供给结构、流通通道、产业链条和市场地位五个方面对我国粮食产业国际竞争力进行评价,并提出我国粮食产业国际竞争力提升路径。研究认为:第一,现阶段我国粮食产业国际竞争力提升的关键在于粮食获得能力的可竞争性;第二,我国粮食产业在国内粮食供给总量、国内粮食流通能力方面存在一定的竞争优势;大型跨国粮商全球产业链布局能力和国际规则参与制定程度有所提升;第三,国际粮源基地、粮食流通通道、跨国引领企业、科技创新支撑等薄弱因素阻碍了粮食产业国际竞争力的提升;第四,发挥粮食产业现有优势,争夺国际粮食供应链的关键点,实现粮食链网重构、共治与优化是提升我国粮食产业国际竞争力的根本路径。
As the world’s largest country of grain production, consumption and import, the promotion of international competitiveness of the grain industry is an important part of the construction of China’s grain security system.Based on the definition of the international competitiveness of grain industry from the perspective of grain security, the international competitiveness of China’s grain industry is evaluated from five aspects: aggregate supply, supply structure, circulation channel, industrial chain and market position.This paper then puts forward the path to improve the international competitiveness of China’s grain industry.The results show that:(1)at present, the key to improve the international competitiveness of China’s grain industry lies in the competitive ability of grain acquisition;(2)China’s grain industry has certain competitive advantages in terms of total domestic grain supply and domestic grain circulation capacity.The ability of large multinational grain merchants to layout the global industrial chain and participate in the formulation of international rules has been improved;(3)the weak factors such as international grain source base, grain circulation channel, multinational leading enterprises, and scientific and technological innovation support have hindered the promotion of international competitiveness of grain industry;(4)the fundamental way to enhance the international competitiveness of China’s grain industry is to consolidate the existing advantages of the grain industry, compete for the key points of the international grain supply chain, and realize the reconstruction, co-governance and optimization of the grain chain network.
