摘要
2013年,习近平总书记提出共建“一带一路”倡议。该倡议得到埃及各界的充分重视和高度评价,认为其与埃及国家复兴计划相辅相成,互补性非常显著。在整个非洲大陆,埃及水产养殖产量虽独占鳌头,但生产效率及产能仍然落后,面对日益衰退的天然渔业资源以及不断增长的食物需求等系列重要挑战,埃及迫切需要整合各方资源,以期实现水产养殖业的快速发展。对埃及水域资源情况、水产养殖产业的发展简况和存在的主要问题进行了研究,对中埃水产养殖产业合作的机遇与挑战进行了分析,提出了共建人力资源开发中心、共建技术转移基地、实行“政府+企业”合作示范推广、拓展合作新内涵等方面的建议,以期能为中国官方机构及投资企业与埃及渔业或其他领域开展合作的决策制定、合作方式等提供参考,助力“一带一路”中非合作远景。
The"Belt and Road Initiative"was officially proposed by President XI Jinping in 2013.It fully relies on the existing bilateral and multilateral mechanisms between China and relevant countries and the existing and proven regional cooperation platforms.Different projects have been implemented all over the world.The overall plan for the construction of the"Belt and Road Initiative"is also integrated with Egypt's national recovery plan,and is obviously complementary with each other.Egypt is one of the key countries in the North Africa along the"Belt and Road Initiative",this initiative has received full attention and high praise from Egyptian people.Egypt has now become an important cooperative partner of China in the promotion of the initiative.In recent years,Egypt has been constantly facing the major challenges of declining natural fishery resources and growing food demands,which has made the Egyptian government and society pay attention to and invest in the development of aquaculture to an unprecedented height.In the entire African continent,Egypt leads the way in total aquaculture production,but its production efficiency and production capacity are still lagging behind.There is an urgent need to integrate various resources in order to achieve rapid development of the aquaculture industry.This paper studies the development profile and main problems of Egyptian water resources and aquaculture industry,analyzes the opportunities and challenges of China-Egypt aquaculture industry cooperation,and to proposes to jointly build human resource development centers,technology transfer bases,and promote"government+enterprise"cooperation demonstration and expansion of new content of bilateral cooperation,hoping to provide references for Chinese authorities and invested enterprises in decision making on cooperation with Egyptian fisheries and other fields and provide support for cooperative prospects of the Belt and Road Initiative"between China and Egypt.
