How do cultural environment and institutional constraint affect regional innovation level and efficiency?——Testing based on spatial panel and Tobit model

摘要将文化环境和制度约束纳入技术进步决定模型,运用中国29个省份2008—2017年的平衡面板数据实证检验文化环境和制度约束对地区创新水平和效率的影响及空间溢出效应。研究发现:良好的文化环境对本地区和周边地区的创新水平具有明显的促进作用,但对创新效率的影响并不明显。制度约束方面,知识产权保护显著促进了本地区的创新水平和创新效率,但间接效应显著为负;金融制度对本地区和周边地区的创新水平起到了抑制作用,但完善的金融制度能够显著地拉动创新效率的提升;劳动力市场制度对创新的直接效应并不显著,不存在明显的空间溢出效应。因此,地区创新能力的提升除了通过变革正式制度之外,还需要重视文化对创新的影响,为创新提供重要的内核动力。 The paper incorporates the cultural environment and institutional constraint into the technological progress decision model,and uses the balanced panel data of 29 provinces in China from 2008 to 2017 to empirically test the impact of cultural environment and institutional constraint on regional innovation level and efficiency and spatial spillover effect.The study finds that the good cultural environment has a significant role in promoting the innovation level of the region and the surrounding areas,but its impact on the innovation efficiency is not obvious.In terms of institutional constraint,intellectual property protection has significantly promoted the innovation level and innovation efficiency of the region,but the indirect effect is significantly negative.The financial system has inhibited the innovation level of the region and the surrounding areas,but the perfect financial system can significantly improve the innovation efficiency.The direct effect of the labor market system on innovation is not significant,and there is no obvious spatial spillover effect.Therefore,in addition to reforming the formal system,it’s necessary to pay attention to the impact of culture on innovation and provide important core motivation for innovation to improve regional innovation capacity.
