摘要
新冠疫情是近年来发生在我国的最为严重的突发公共卫生事件,给我国经济社会发展和人民健康造成了重大损害。行政执法作为防控疫情的重要抓手,在此次抗击疫情中发挥了重要作用,但也存在执法力度与温度失衡的问题。基于此,本文从践行执法观念、完善执法考核、优化执法方式三个层面探讨执法力度与温度均衡统一路径,旨在为促进疫情防控、提升执法者人民情怀、完善过程与结果并重的执法考核机制、推动法治中国建设贡献力量。
COVID-19 epidemic is the most serious public health emergency in China in recent years,which has caused great damage to China’s economic and social development and people’s health.Administrative law enforcement,as an important source of epidemic prevention and control,has played an important role in the fight against the epidemic,but there is also a problem of unbalanced law enforcement and consideration.Based on this,this paper discussed the balanced and unified path of law enforcement intensity and consideration from three aspects of practicing law enforcement concept,improving law enforcement assessment,and optimizing law enforcement methods,aiming to contribute to the promotion of epidemic prevention and control,the enhancement of law enforcement people’s feelings,the improvement of law enforcement assessment mechanism that attaches equal importance to process and result,and the promotion of rule of law in China.
