摘要
盐税自古便是政府财政收入的主要来源之一,两浙是全国主要盐产区之一,而温州则是浙江的主盐区。清朝末年,盐政制度存在缺陷,加之帝国主义列强侵入中国,带来政治和经济上的双重压力。政府将此转嫁于民,盐民暴动时有发生,社会矛盾日益激化。太平天国运动发生后,清军军饷需求增加,清廷开始在税制体系之外征收盐厘,由此又引起一系列的社会问题。
Salt tax has been one of the main sources of government revenue since ancient times.Zhejiang is one of the main salt producing areas in China,while Wenzhou is the main salt producing area in Zhejiang.At the end of the Qing Dynasty,the defects of the salt administration system,together with the invasion of imperialist powers into China,brought the dual pressure of politics and economy.The government passed this on to the people.The salt riots happened from time to time,and the social contradictions became more and more intense.After the Taiping Heavenly Kingdom movement,the Qing army’s demand for military pay increased,and the Qing government began to levy salt tax outside the tax system,which caused a series of social problems.The main content of the study is to see through the long-standing problems of Wenzhou salt system in the late Qing Dynasty,to analyze the inherent shortcomings of the feudal economic system,and to focus on the importance of improving the legal system.
