摘要
2019年,中俄关系提升为新时代全面战略协作伙伴关系,这为中俄教育交流合作带来了新的机遇。当前,中俄教育交流合作在跨境留学、政产学研合作、高校资源整合联合办学等层面都保持高水平的战略沟通和协作,但也存在着一些现实问题,如中俄联合办学呈现地域聚集性特征、资源互补性不强,留学人员选择专业单一化、存在语言障碍,政产学研合作缺乏市场牵引力等。实现中俄两国在文化、教育等领域的协同发展、合作共赢,可采取以下措施:全面优化战略布局,打造“一带一路”教育共同体;多校联通资源共享,实现双向“双一流”建设;校企互动深度融通,逐步完善“学岗对接”机制;发挥机构窗口作用,主动服务双边发展新需求。
In 2019,China-Russia relations were upgraded to a comprehensive strategic partnership of cooperation in the new era,which has brought new opportunities for China-Russia educational exchanges and cooperation.At present,China and Russia are maintaining a high-level strategic communication and collaboration in the cross-border study,the cooperation between government,industry,university,and research institute,and the joint running of schools through the integration of university resources.However,there still remain some practical problems,including the regional clustering of Sino-Russian joint running of schools,the deficiency in complementarity of resources,the limited choices of majors for overseas students,the language barriers for foreign students,and the lack of market drivers in the cooperation between government,industry,university,and research institute.To realize the coordinated development and win-win cooperation between China and Russia in the fields of culture and education,the following measures can be taken:optimizing the strategic layout comprehensively to create a“Belt and Road”educational community;enhancing the interconnection and resource sharing between schools to achieve two-way“double tops”construction;intensifying the interaction and deep integration between schools and enterprises to improve the“study-post connection”mechanism step by step;and playing the role of the institutional windows to actively serve the new needs of bilateral development.
