摘要
实现城乡基本公共服务均等化是上海“十四五”期间的重大挑战,上海要秉承高质量发展理念,进一步提高城乡基本公共服务城乡一体化水平。规范转移支付制度,加强统筹城乡基本公共服务保障;综合考量人口、服务半径等因素,制定全面的基本公共服务资源配置标准;加大对人才激励的扶持力度,缓解郊区在专业人才上的匮乏问题;健全区以下财政体制,对郊区内部的财政扶持要合理统筹规划;充分利用社会各主体提供基本公共服务,推动社会服务业大发展。
Achieving equalization of basic public services between urban and rural areas is a major challenge for Shanghai during the 14th Five-year Plan period.Shanghai should further improve the level of urban-rural integration of basic public services by adhering to the concept of high-quality development.We should standardize the transfer payment system and strengthen the protection of basic public services in urban and rural areas;set comprehensive standards for the allocation of basic public service resources by taking into account factors such as population and service radius;increase support for talent incentives to alleviate the lack of professional talents in suburban areas;improve the financial system below the district level,and make reasonable and coordinated planning for financial support within suburban areas;and make full use of all social entities to provide basic public services and promote the development of social services.
