摘要
为科学推进新时期全国水土流失防治,水利部组织开展了水利重大科技问题“新时期水土保持目标与对策研究”。围绕如何确定水土保持率远期目标的问题,主要介绍了有关水土保持率的需求意义、内涵定义、确定方法,以及全国和水土保持一级分区的远期目标值初步成果,以期为正在开展的省级水土保持率远期目标复核与分解等工作,以及新时期水土保持管理与研究提供借鉴和参考。
In order to scientifically promote the prevention and control of soil erosion in China in the new period, the Ministry of Water Resources has organized and carried out the research on major scientific and technological issues of the objectives and countermeasures of soil and water conservation in the new period. Around the issue of how to determine the long-term goal of soil and water conservation rate, the paper mainly introduced the demand significance, connotation definition and determination method of soil and water conservation rate and the preliminary results of long-term target values of national and first-class soil and water conservation divisions in order to provide reference for the review and decomposition of the long-term goal of soil and water conservation rate at provincial level, as well as for the new period of soil and water conservation management and research.
