摘要建设美丽中国的重点在建设美丽乡村,推进我国环境治理的难点在农村环境治理。推进农村环境治理的关键在于共治机制的建立。农村环境具有多样性、分散性等特点,因而农村环境治理不能照搬城市环境治理的模式,需要更多地采取共治的方式。党的十八大以来,我国在农村环境共治方面进行了多方面的探索,取得了明显的进展和成效。但农村环境共治还存在许多有待解决的问题,如共治主体不全面、共治对象不明确、共治平台不完善、共治规则不健全、共治责权利不匹配、共治能力不够等。因此,我国“十四五”时期需要采取进一步壮大共治主体、明确共治对象、建立共治平台、健全共治规则、强化共治激励、提高共治能力等措施,以加快美丽乡村建设的进程。 The key point of building a beautiful China is to build a beautiful countryside,while the difficulty of promoting environmental governance in China lies in rural environmental governance.The key to promoting rural environmental governance lies in the establishment of co-governance mechanism.The rural environment is characterized by diversity and dispersion,and thus the co-governance is preferred rather than copying the model of urban environmental governance.Since the 18th National Congress of the Communist Party of China,much has been done in rural environmental co-governance and significant progresses have been made in this field.However,there are still many problems to be solved in rural environmental co-governance,such as the incomplete co-governance body,unclear co-governance object,imperfect co-governance platform,imperfect co-governance rules,unmatched rights and responsibilities of co-governance,and unenough co-governance capacity.Therefore,in the period of China’s 14th Five-Year Plan,it is necessary to further expand the subject,clarify the object,establish the platform,perfect the rules,strengthen the co-governance inspiration and improve the co-governance ability,so as to accelerate the process of the construction of beautiful countryside.
