摘要
在全面从严治党大背景下,国有企业进入了全面深化改革的新时代。面对新形势新任务,不断健全完善中国特色国有企业监督体系,本身既是改革的重要目标,同时又是国有企业改革沿着正确方向不断深化的重要保证。当前国有企业各种监督力量的整合仍存在不少问题,“大监督”意识还没有树立起来,多头监督、重复监督与监督缺位并存,对“一把手”的监督乏力。有鉴于此,我们更要从推进国家治理体系和治理能力现代化的高度充分认识构建中国特色国有企业监督体系的重大意义,在强调坚持党的领导的同时,充分调动不同监督主体积极性,努力实现外部监督与内部监督相统一,有效发挥体系优势,形成监督合力。
State-owned enterprises(SOEs)have entered a new era that the reform is deepening in an all-round way under the background of strict governance of the Communist Party of China.In the face of the new situation and new tasks,improving the supervision system of SOEs with Chinese characteristics is not only an important goal of reform,but also a significant guarantee for the reform of these enterprises to deepen along the right direction.At present,many problems still exist concerning the integration of various supervisory forces in these enterprises:The lack of“overall supervision”awareness,the weak supervision over the top leaders,the multi-supervision,repeated supervision and supervision absence.Therefore,while strengthening the leadership of the Party,we should fully recognize the great significance of establishing a supervisory system for SOEs with Chinese characteristics from the perspective of promoting the modernization of national governance system and governance capability,and fully mobilize the initiative of the external and internal supervisions,giving full play to the system’s advantages to form a supervisory joint force.
