摘要
当前我国已迈入低生育率国家的行列,提高生育水平成为当务之急。在其他宏观或客观因素短时间内相对稳定的情况下,"助推"作为一种全新的行为公共政策干预工具,或能另辟蹊径,为提高生育意愿打开局面。本文遵循"助推"思想,通过两个调查实验(N=277+556),探索信息框架(包括政策框架与新闻框架)对于生育意愿的助推机制。研究发现:相较于"失而倍得"政策框架,"得而不失"政策框架更有助于提高生育意愿;新闻框架调节政策框架与生育意愿的关系,家庭导向的宣传立场相对于国家导向的宣传立场,能够更显著地增强政策框架对生育意愿的作用。"落袋为安"的政策框架效应与"家庭导向"的新闻框架作用给完善生育政策、鼓励生育提供了理论依据和政策启示。
At present,China has entered the ranks of low fertility countries,and improving the fertility level has become urgent matter.When other macro or objective factors are relatively stable in a short time,"nudge",as a brand-new behavioral public policy intervention tool,may find another way to open up the situation for improving fertility intention.In this paper,with the help of the"nudge"theory,two investigation experiments(N=277+556)were conducted to explore the nudge mechanism of information framework(including policy framework and communication framework)on fertility intention.The research finds that comparing to the framework of"double the reward after losing",the framework of"getting it without losing"results in higher fertility intention.The communication framework moderates the relationship between policy framework and fertility intention.Compared with the national position framework,the family position framework can significantly enhance the effect of policy framework on fertility intention.The policy framework effect of"getting into the pocket for ease"and the communication framework effect of"family orientation"could provide theoretical basis and policy enlightenment for improving the birth policy and encouraging birth.
