摘要
以美国为代表的西方国家智库和媒体为宣扬中国“威胁”周边,频繁炒作南海防空识别区(ADIZ)议题,但目前并无任何证据显示中国政府有宣告划设南海防空识别区之意图。对于西方媒体的错误分析和歪曲抹黑,亟需向国际社会作出澄清以正视听。若不予以澄清,或将不利于相关各方更为顺畅地开展建设性对话。事实上,所谓此前美国挑战东海防空识别区或将“无视”南海防空识别区之论,在法理上难以逻辑自洽,亦属错误判断。基于相关国际实践,划设防空识别区与领土主权和海域划界并无直接关联,亦与空防能力和军机巡航频次无关,而对正常民机飞行安全有保护作用。
In recent years,think tanks and media from western countries,especially those from the US,frequently smear that China is to establish the South China Sea Air Defense Identification Zone(ADIZ),with the purpose to propagate“China threat theory”.However,there is no evidence at all proves that the Chinese government intends to establish the ADIZ.In response to groundless analyses and misleading smears by the western media,we should make clarifications in the international community to refute rumors.Otherwise,it could impose an adverse effect on facilitating constructive dialogue between relevant parties.Actually,their claims that the US had“challenged”China’s East China Sea ADIZ and that the US would“ignore”the potential South China Sea ADIZ are misjudgment with inconsistent legal logic.Based on rele⁃vant international practices,it could be asserted that the establishment of an ADIZ has no direct links to the claim of territorial sovereignty and maritime delimitation,has nothing to do with air defense capabilities and the frequency of military air patrols in that area,and contributes to the protection of safe flight of civil aircraft.
