摘要
制度优势与治理效能的高度统一,是新时代中国国家治理体系的本质特征。中国之所以拥有比西方国家更高的治理效能,究其根本是由于中国特色社会主义制度在属性、结构、动能、力量等方面更具优越性,制度自身对风险的抵御以及对治理主体的赋能都更具效力。文章认为,由于治理环境是复杂多变的,客观存在的制度优势未必能够及时有效地转化为治理效能,因此,我国要进一步从增强党的领导、优化制度对接、加强制度赋能、强化制度执行等方面发力,持续激发制度优势的释放,以提高治理效能,增进人民福祉。
The highly unification between institutional advantages and governance efficiency and effectiveness is the essential feature of China's governance system in the new era.The system of socialism with Chinese characteristics is superior in terms of its attributes,structure,kinetic energy and power,and that the system itself is more effective in resisting risks and empowering governance subjects.It is the reason why China has higher governance effectiveness than Western countries.The article argues that the objective advantages of the system may not be able to be transformed into governance efficiency and effectiveness in a timely and effective manner as the complex governance context.Therefore,it is suggested that China should further work on strengthening the CPC leadership,optimizing the system interface,strengthening the system empowerment and enhancing the system implementation,so as to improve governance efficiency and effectiveness and enhance people's well-being by make better use of system advantages..
