摘要
文章重点以石油化工企业为目标,使用定性模型法研究职工的职业健康体系架构。首先对1990年开始在中国石油、中国石化内部全面推进的HSE模式体系进行AHP分析,发现了HSE模式体系的诸多不可调和问题,然后通过GMIPM分析,发现石油化工企业的职工健康模式提升空间。通过GMIPM模型下的全面分析,本文建议使用平衡积分卡(BSC)、内部市场化(IMS)、模式精细化(DMS)3个核心模式工具,在企业模式分层架构模型上,构建了一个全新的职工健康模式模式,同时就之前石油化工企业使用该3个核心模式工具的过程中出现的问题提出了解决方案。
This paper focuses on petrochemical enterprises as the goal,using qualitative model method to study the occupational health system structure of employees.First of all,AHP analysis is carried out on the HSE model sys⁃tem which has been comprehensively promoted in PetroChina and Sinopec since 1990,and many irreconcilable problems of HSE model system are found.Then,GMIPM analysis is used to find out the space for improving the health model of employees in petrochemical enterprises.Based on the comprehensive analysis of GMIPM model,this paper proposes to use BSC,IMS and DMS as three core management tools to build a brand-new employee health model on the hierarchical structure model of enterprise management.At the same time,solutions were pro⁃posed for the problems that occurred in the process of using the three core model tools by petrochemical companies.
