财政支持脱贫攻坚与乡村振兴有机衔接的关键环节及其政策建议被引量：10

摘要脱贫攻坚战取得全面胜利仍然面临不少困难和突出问题,仍需等到巩固脱贫攻坚成效和实施乡村振兴阶段解决。为充分发挥财政政策的引导和支撑作用,切实做好脱贫攻坚与乡村振兴有机衔接的财政政策研究,提出了做好一项考核制度衔接、两项政策过渡衔接、三项财政支持衔接、四项举措对接衔接。基于此,提出了以下财政建议:(1)保留财政专项扶贫资金,支持建立长效脱贫和防止返贫机制;(2)探索建立涉农资金统筹整合长效机制,支持精准补齐“三农”领域短板;(3)调整完善乡村产业发展政策,支持乡村产业集群可持续发展;(4)保持脱贫攻坚政策稳定,支持拓宽乡村发展资金筹集渠道;(5)及时补短纠偏,支持构筑建成小康社会的社会保障底线。 The comprehensive victory of the poverty alleviation campaign still faced many enormous difficulties and outstanding problems.They still need to be resolved until the effectiveness of the poverty alleviation campaign was consolidated and the rural revitalization phase was implemented.In order to connect poverty alleviation with rural revitalization policies organically,an assessment system,two policies transition,three financial support and four initiatives was put forward.Based on this,we proposed the following suggestions such as retaining special fiscal poverty alleviation funds and supporting the establishment of a stable and long-term poverty alleviation mechanism,optimizing the fiscal integration policy for agriculture-related funds and accurately solving the shortcomings in the field of agriculture-rural areas and farmers,adjusting and completing industrial development policies and laying a solid foundation for consolidating the effectiveness of poverty alleviation and rural revitalization,Broadening the channels for raising funds and continuing to implement policies,making up for shortcomings,correcting errors in time and bolstering the implementation of rural revitalization.
