摘要
办学自主权作为我国高等教育发展的主线,在政府“集权”与“分权”中历经变革,政府的权力向高校不断让渡。我国高校办学自主权具有法定性、相对性和多层性。“善治”视域下提升高校办学自主权,要加强高等教育分权立法,完善教育行政权力清单制度;打通“最后一公里”,实现权力真正“归位”和推进高校内部治理体系和治理能力现代化建设。
As the main line of the development of Chinese higher education,the autonomy of running schools has undergone changes in the“centralization”and“decentralization”of the government.The power of the government has been continuously transferred to universities.The autonomy of Chinese colleges and universities is statutory,relative and multi-layered.To enhance the autonomy of colleges and universities from the perspective of“good governance”,it is necessary to strengthen the decentralization of higher education legislation,improve the authority list system in educational administration;it is also essential to open up the“last mile”,realize the real“return”of power and promote the internal governance system and governance capabilities of universities Modernization.
