摘要
2020年是决胜全面建成小康社会关键之年。如何实现疫情防控与脱贫攻坚双战双赢,需要创新产业扶贫模式。为揭示扶贫协作产业链供应链建设规律,采用访谈和比较研究方法,研究发现,跨区域产业扶贫协作存在农户持续增收的产业支撑不足、扶贫协作产业链供应链不完善、农业劳动力转移就业不充分、现代农业技术和管理人才短缺、产业发展面临市场约束等突出矛盾和短板。借鉴供应链金融发展模式,建议给予对口帮扶地区超同城待遇,建设货物运输网络平台,完善跨区域产加销服务网络,建立多元化产业协作机制,搭建产学研合作对接平台,构建跨区域人才交流机制,推动产业链供应链形成优化等。
2020 is the key year to achieve well-off society in an all-round way.Achieving a win-win situation between epidemic prevention&control and poverty alleviation needs to innovate the industrial poverty alleviation model.In order to reveal the law of supply chain construction of poverty alleviation cooperation industrial chain,by using the methods of interview and comparative study,it is shown that there are some prominent contradictions and shortcomings in cross-regional industrial poverty alleviation cooperation,such as insufficient industrial support for farmers'sustained income increase,imperfect supply chain of poverty alleviation cooperation industrial chain,inadequate transfer and employment of agricultural labor force,shortage of modern agricultural technology and management personnel,and market constraints faced by industrial development.Drawing lessons from the development model of supply chain finance,it is proposed that relevant areas should receive better treatment,cargo transport network platform should be built,cross-regional production and marketing service network should be improved,diversified industrial cooperation mechanism should be established,docking platform for industry-university research cooperation should be built,and cross-regional talent exchange mechanism for promoting the formation and optimization of industrial chain supply chain should be constructed.
