摘要
农村留守儿童的权益保障问题作为我国社会转型时期出现的特殊社会问题,如果不能妥善解决,将会直接影响我国社会公平的实现、社会文明的进步以及新农村建设进程等,而目前我国为解决农村留守儿童问题出台的法律法规和采取的措施存在很多不足。本文以农村留守儿童的现状和权益保障体系存在的问题为出发点,提出制定法律和完善制度,大力发展农村经济的同时消除农村留守儿童随父母进城的制度壁垒,建立体系化、专业化的保障措施体系等建议,以达到建立健全农村留守儿童权益保障体系的目的。
The protection of the rights and interests of left-behind children in rural areas is a special social problem that has arisen during the social transformation of our country.If not properly solved,it will directly affect the realization of social justice in our country,the progress of social civilization,and the process of building a new countryside.There are many deficiencies in the laws and regulations and measures adopted for left-behind children.This article took the current situation of rural left-behind children and the problems existing in the rights and interests protection system as the starting point,and proposed to formulate laws and improve the system to vigorously develop the rural economy while eliminating the institutional barriers for rural left-behind children to enter the city with their parents and establish a systematic and professional guarantee The measures system and other suggestions have reached the goal of establishing and improving a rural left-behind children’s rights protection system.
