摘要
乌鲁木齐市作为丝绸之路经济带上的节点城市,具有丰富的冰雪资源。运用SWOT-PEST理论模型分析"一带一路"倡议与乌鲁木齐市冰雪产业之间的关系,对乌鲁木齐市冰雪产业发展现状、内部条件和外部因素等内容进行综合研究。通过借助国家"一带一路"机遇和政策红利,从完善冰雪产业配套政策、培育丝路冰雪旅游精品线路、打造高品质冰雪旅游胜地、创新国际冰雪交流合作模式、大力发展冰雪运动和培育冰雪旅游新业态等方面阐述乌鲁木齐市冰雪产业发展路径,为乌鲁木齐市冰雪旅游产业快速发展提供策略思路,为国家和新疆自治区政府制定相关政策提供理论依据。
As a node city on the Silk Road Economic Belt,Urumqi is rich in ice and snow resources.One belt,one road,one belt,one road,and the other one,are analyzed by using SWOT-PEST theory model.The current situation,internal conditions and external factors of Urumqi’s ice and snow industry are studied comprehensively.By using the opportunity and policy dividend of the"one belt and one road"initiative,the policies of supporting the ice and snow industry and cultivating the fine line of ice and snow tourism on the Silk Road are improved from the perspective of the strategic opportunities and policy dividends of Urumqi.In order to provide strategic ideas for the rapid development of the ice and snow tourism industry in Urumqi and provide theoretical basis for the national and Xinjiang government to formulate relevant policies,the paper expounds the development path of the ice and snow industry in Urumqi from the aspects of creating high-quality ice and snow tourism resort,innovating International Ice and snow exchange and cooperation mode,vigorously developing ice and snow sports and cultivating new ice and snow tourism formats.
