摘要
全民阅读作为一项公共文化服务基础工程,在提高我国国民文化素质,推动社会文明进步中的作用日益显著。各级政府为实现对全民阅读工作的有效部署,陆续出台了一系列相关政策。文章在政策计量视角下,运用内容分析法、因子分析法等对国家级全民阅读政策进行分析,从7个方面总结了我国全民阅读政策主题分布格局,并从阅读立法进程、长效机制构建进程、战略规划发展进程等方面梳理了我国全民阅读政策的发展趋势。
As a basic project of public cultural services,national reading has an increasingly significant role in improving the cultural quality of our nationals and promoting the progress of social civilization.Governments at all levels have successively introduced a series of related policies in order to achieve effective deployment of reading work for the whole people.From the perspective of policy measurement,the article uses content analysis and factor analysis to analyze the national reading policy for all people.It summarizes the distribution pattern of national reading policy theme in China from 7 aspects,and combs the development trend of our national reading policy from the aspects of reading legislation process,long-term mechanism construction process,and strategic planning development process.
