摘要
近些年,我国对肉类市场采取了一系列的保供稳价措施,肉类市场价格总体保持基本稳定。即使近年来猪肉价格出现大幅上涨,国家宏观调控措施精准及时有力,价格上涨对经济社会的影响比较有限。在疫情常态化情况下,就肉类市场调控政策进行深入研究很有必要。本文总结了近20年间猪牛羊肉等主要肉类的价格波动特点及消费结构、供给结构特点,提出"短期调供求、中期调预案、长期调结构"的调控政策思路,建议及时调节供求,修订已有生猪价格调控预案,优化猪粮比价区间定量方案,并从供求、疫情、预期及消费结构、产业规模等方面综合施策,以促进我国肉类市场的健康发展。
In recent years,my country has adopted a series of measures to ensure supply and price stabilization in the meat market,and the meat market price has remained basically stable.Even if pork prices have risen sharply in recent years,the state's macro-control measures are precise,timely and powerful,and the impact of price increases on the economy and society is relatively limited.Under the normalization of the epidemic situation,it is necessary to conduct in-depth research on meat market control policies.This article summarizes the characteristics of price fluctuations,consumption structure,and supply structure of major meats such as pork,beef and mutton in the past 20 years,and puts forward the regulatory policy ideas of"short-term supply and demand adjustment,mid-term adjustment plan,and long-term structure adjustment".It is recommended to adjust supply and demand in time.There is a live pig price control plan to optimize the quantitative plan for the price ratio of pigs and grains,and realize the healthy development of the meat market in terms of supply and demand,epidemics,expectations and consumption structure,and industrial scale.
