摘要
基于制度基础观,将市场化纳入外资进入影响本地技能溢价的分析框架,首先从理论上分析外资进入和市场化对技能溢价的影响机理,其次利用中国211个城市的数据以及企业数据,实证检验三者间的关系,得到以下结论:(1)样本期内,外资进入更偏向高技能劳动力,提高了本地技能溢价,但在西部地区这种影响并不显著;(2)市场化水平的提高不仅直接推动了区域技能溢价上升,而且正向调节外资进入对本地技能溢价的影响,这种调节作用对东部地区更为显著;(3)微观企业数据表明,推动企业技能结构优化是市场化影响本地技能溢价的重要机制。因势利导,引入高质量外资,坚持市场化改革,能够有效推动劳动力技能结构优化和实现高质量就业。
Based on the“Institutional-Based View”,the marketization is brought into the framework analysis that foreign capital has an influence on local skill premium.We firstly analyze the effect of foreign capital and marketization on the skill premium from the theoretical perspective,and then empirically test the relationship among these three factors by using the data from 211 cities and enterprises.The results show:(1)during the sample period,foreign investment prefers the highly skilled labor forces,which improves the local skill premium.However,in the western regions this influence is not significant;(2)the improvement of marketization not only directly promotes the increase of regional skill premium,but also positively adjusts the influence of foreign investment on local skill premium,which is more significant in the eastern regions.(3)enterprise data shows that promoting optimization of enterprise skill structure is an important mechanism for marketization to affect local skill premium.Taking advantage of the current situation,introducing high-quality foreign investment and adhering to market-oriented reform can effectively improve the skill structure of the labor forces and achieve high-quality employment.
