摘要
铁路超限超重货物运输在保障国防航天建设、重点工程建设项目和促进国民经济发展等方面具有极其重要的意义。阐述铁路超限超重货物分级、运输采用车型以及运量等现状,提出超限超重货物运输存在运输过程安全影响因素多、运输径路存在不利条件、运行限制影响运输秩序、运输过程中货物装载状态变化等影响因素。根据超限超重货物作业环节和运输特点,提出铁路超限超重货物运输优化对策,即:加强规章制度管理、推进运输径路智能化选择、采取多种方法减少运输影响和强化运输全过程监控等,有效提升运输效率和安全管理水平,确保超限超重货物安全、及时运达。
The transportation of out-of-gauge and over-loaded goods is of great significance to guarantee the national defense and space projects,major construction projects and to promote the national economic development.This paper presents the current status of out-of-gauge and over-loaded goods transportation such as goods classification,types of train used and the traffic volume,and analyzes the existing challenges such as various factors influencing safety,unfavorable conditions for running routes,impact on the normal transportation order,changing of loading condition during the transportation process,etc.Then according to the transportation features and operation processes of out-of-gauge and over-loaded goods,the strategies for optimization are proposed as follows:intensifying the management of rules and regulations,promoting the intelligent selection of routes,minimizing the impact on transportation order through various measures and strengthening the monitoring on the whole transportation process,so as to effectively improve the transportation efficiency and safety,and assure the safe and timely delivery of out-of-gauge and over-loaded goods.
