摘要
铁路绿色施工在国内尚处于探索与推广阶段,鉴于铁路绿色施工项目在评标指标选取、权重确定、指标等级标准划分以及评标模型的选用等方面还不成熟。本文结合铁路绿色施工的特点,借鉴传统评标指标,通过现场案例调研、Delphi法以及查阅大量的文献,补充绿色施工的技术要素体系,完善传统铁路施工项目评标指标体系,并采用组合赋权方法确定各指标综合权重。然后,以改进主成分分析理论为基础,通过对多层次绿色施工评标指标体系进行降维,既可以最大程度地挖掘投标文件中的有用信息,又能简化定量化评标过程的复杂性,大大提高评标的效率,从而快速地实现对中标候选人的比选排序。最后,通过将该评标模型应用于兰州西至中川机场城际铁路绿色施工项目,验证其可行性及实用性。
Green construction of Railway is still in the stage of exploration and promotion in China.In view of the fact that railway green construction projects are still immature in terms of selection of bid evaluation indicators,determination of weights,division of index grade standards and selection of bid evaluation models.This article combines the characteristics of railway green construction,draws on traditional bid evaluation indicators,supplements the technical element system of green construction through on-site case investigation,Delphi method,and consults a large number of documents,improves the traditional railway construction project bid evaluation index system,and uses combined weighting the method determines the comprehensive weight of each index.Then,based on the improved principal component analysis theory,through dimensionality reduction of the multi-level green construction bid evaluation index system,it can not only maximize the useful information in the bid documents,but also simplify the complexity of the quantitative bid evaluation process,greatly improve the efficiency of bid evaluation,so as to quickly achieve the ranking of the winning candidates.Finally,the bid evaluation model was applied to the green construction project of Lanzhou West to Zhongchuan Airport Intercity Railway to verify its feasibility and practicability.
