摘要
传统的农业种植保险经营模式存在承保信息不对称、理赔成本高和效率低、合规监管难度大等痛点问题,严重制约着农业保险的发展。针对农业保险中的痛点问题,将3S、人工智能、大数据、云计算等信息技术整合应用到农业保险业务中,采用微服务架构,基于时空大数据分布式存储技术,搭建了智慧农业保险系统。该系统集成了遥感影像、区划界线、耕地地块、参考农户、气候气象、土壤肥力等基础数据,以及利用遥感智能解译技术得到的种植结构、作物长势、作物产量、灾害范围等遥感监测数据,并通过自主地图服务引擎实现数据可视化。以“云+端”的方式将发布的在线地图数据服务嵌入到智慧农业保险App端和Web端,供承保验标、理赔查勘、合规监管、统计分析等农业保险业务实时调用,通过科技手段将农业保险各业务阶段进行智能化、流程化处理,提高承保理赔作业效率。同时,通过时空大数据分析技术实现承保标的与遥感种植结构、遥感灾害范围等数据的叠加分析,可以精确定位承保标的空间位置、作物种植类型、承保受灾情况,为精准承保、快速理赔、合规监管提供数据支撑。以“3S(RS、GIS、GNSS)+ABC(AI、Bigdata、Cloud)”技术支撑的智慧农业保险系统的实现与应用,推动农业保险向“按图承保、按图理赔”的新型模式升级,提升农业保险的风险管理水平。
The traditional agricultural planting insurance business model suffers from several critical is⁃sues such as asymmetry of underwriting information,high claim costs and low efficiency,and sheer difficulty in compliance supervision,which seriously restricts the development of agricultural insurance.In order to ad⁃dress these issues in agricultural insurance,an intelligent agricultural insurance system is built by fusing 3S spatial information technology with artificial intelligence,big data and cloud computing,and by employing mi⁃cro-service architecture and the distributed storage technology of spatio-temporal big data.This system inte⁃grates basic data such as remote sensing images,zoning boundaries,cultivated land plots,reference farmers,climate and meteorology,and soil fertility,with remote sensing monitoring data such as planting structure,crop growth,crop yield and disaster range,obtained by the use of remote sensing intelligent interpretation technolo⁃gy.Via an autonomous map service engine this system realizes data visualization.In a“cloud+terminal”way the published online map data service is embedded in the App and Web terminals of the intelligent agricultur⁃al insurance for real-time calling of agricultural insurance business such as underwriting inspection,claims in⁃vestigation,compliance supervision,and statistical analysis.Through scientific and technological means,each stage of agricultural insurance can be processed intelligently and in a streamlined manner to improve the effi⁃ciency of underwriting claims.Meanwhile,with the aid of the spatialization the spatial and temporal big data analysis technology,the superimposed analysis can be performed for the data on the underwriting standard,remote sensing planting structure,remote sensing disaster range and so forth,which can accurately locate the spatial position of the underwriting standard,crop planting type,underwriting disaster situation,further provid⁃ing data support for precise underwriting,fast claim settlement,and compliance supervision.The realization and application of the intelligent agricultural insurance system based on"3S+ABC"technology will promote the upgrading of agricultural insurance to a new model of"underwriting according to plans and claim settle⁃ment according to plans"and improve the risk management level of agricultural insurance.
