“一带一路”沿线省份物流效率及其影响因素的随机前沿分析 被引量:23

Stochastic Frontier Analysis on Logistics Efficiency and Its Influencing Factors in Provinces along the Belt and Road Initiative

摘要 在梳理相关文献的基础上,以物流业增加值为物流业产出变量,以固定资产投资量及从业人数为资本投入和劳动投入变量,选取地区生产总值、区位熵、国内专利申请授权项、普通高等学校在校生人数分别代表地区经济、地理区位、技术状况和高等教育水平为控制变量,利用随机前沿分析方法构造柯布-道格拉斯生产函数测度了2008—2017年"一带一路"沿线省份的物流效率。结果显示:尽管各地物流业发展极不协调,但海上丝绸之路沿线省份的物流效率整体高于陆上丝绸之路沿线省份;相比之下,资本要素对"一带一路"境内沿线地区物流业增加值的贡献率更高;就物流效率的影响因素而言,地区经济、区位优势、高教水平对沿线地区的物流效率具有明显的促进作用,但技术进步对物流效率的推动作用并不明显。最后针对效率结果,提出了建议措施:海上丝绸之路沿线省份应继续深化改革、扩大开放并借助雄厚的经济实力推动物流业发展,其中上海应大力提升物流业发展质量,海南应扩大对外贸易以壮大物流业规模;陆上丝绸之路沿线省份应加快地区经济的提质增速并完善基础设施建设,借"一带一路"倡议深化对外经贸合作及做好招商引资工作,通过一揽子工程提升沿线地区的物流效率,并最终推动"一带一路"倡议的顺利实施。 On the basis of reviewing relevant literatures,taking the added value of logistics industry as the output variable of logistics industry,the amount of fixed asset investment and the number of employees as variables of capital input and labor input,the amount of fixed asset investment and the number of employees as the variables of capital input and labor input,and selecting regional GDP,location entropy,domestic patent application authorization items,the number of students in ordinary colleges and universities as the control variables,representing regional economy,geographic location,technical status and higher education level respectively,the Cobb-Douglas production function is constructed by stochastic frontier analysis method to measure the logistics efficiency of the provinces along the Belt and Road Initiative from 2008 to 2017.The result shows that(1)although the development of logistics industry in different regions is extremely uncoordinated,the logistics efficiency of the provinces along the Maritime Silk Road is higher than that of the provinces along the Land Silk Road;(2)in contrast,the capital factors contribute more to the added value of the logistics industry along the territory regions of the Belt and Road Initiative;(3)as far as the influencing factors of logistics efficiency are concerned,regional economy,location advantage and higher education level have significant promotion effect on the logistics efficiency of the regions the route,but the technological progress has no obvious effect on the logistics efficiency.Finally,according to the efficiency result,it is suggested that(1)the provinces along the Maritime Silk Road should continue to deepen reform,expand opening up and promote the development of logistics industry with strong economic strength,in which Shanghai should vigorously improve the development quality of logistics industry,and Hainan should expand foreign trade to expand the scale of logistics industry;(2)the provinces along the Land Silk Road should speed up regional economic upgrading and growth,improve infrastructure construction,and use the Belt and Road Initiative to deepen foreign economic and trade cooperation and attract investment,improve the logistics efficiency of the regions along the route through a package of projects,and ultimately promote the smooth implementation of the Belt and Road Initiative.
