Research on the calculation of mineral land reserve scale

摘要 矿产地储备是矿产资源储备的一种,是保障国家中长期矿产资源供应安全的重要举措,而储备规模测算是矿产地储备研究中的核心环节。本文以需求和供应为切入点,探索简洁、可操作性强的矿产地储备规模计算方法,为矿产地储备工作提供参考。矿产地储备应遵循保护资源安全、坚持适度储备、矿种区别对待以及规模动态调整等原则,并综合考虑矿产资源形势、储备类型、国内资源保障程度、海外资源可得性等因素。进行储备规模计算时,应区分优势矿产和紧缺矿产,并根据储备功能,分别设定战略储备、保护储备和优势储备对应的储备规模测算情景,从而确定矿产地储备规模的计算方法。本文提出在实际工作中应分批次储备,并根据储备矿种资源条件的变化和社会经济的发展,动态调整各期收储规模,逐步达到理想储备规模。 Mineral land reserve is a kind of mineral resource reserve,which is an important measure to ensure the security of the country s medium and long-term mineral resources supply.And the calculation of reserve scale is the most important part of the study on mineral land reserve.Taking demand and supply as the entry point,this study explores a simple and operable method for the calculation of mineral land reserve scale.The basic principles of mineral land reserve are clarified as protecting the safety of resources,insisting on appropriate reserves,treating minerals differently and adjusting the scale dynamically.And the influencing factors are mineral resource situation,reserve type,domestic resource supply,and the affordance of overseas resource.During the calculation of reserve scale,it is necessary to distinguish superior minerals from those in short supply,and set the scenarios for strategic reserve,protective reserve and advantageous reserve according to the functions of mineral land reserve,so as to determine the corresponding calculation methods.In addition,batch reserve is suggested in actual work.The purchase and storage scale in each period should be determined flexibly according to the mineral resources and economic development to gradually reach the ideal reserve scale.
