摘要
当前随着新一轮科技革命和产业变革孕育兴起,技术创新对于产业集群尤其是高科技产业集群的作用更加凸显。本文在GEM模型基础上,将技术创新因素纳入GEM模型中,构建一套涵盖4要素、8因素和36个显性观测指标的GEMI模型,并使用AHP层次分析法确定指标权重,建立GEMI模型评价指标体系。本文运用模型分别对深圳和北京电子信息产业集群进行实际测度,测评结果显示:深圳地区电子信息产业集群的竞争力强于北京地区,GEMI模型较传统模型更加准确可靠。
At present,with a new round of technological revolution and industrial transformation,technological innovation plays a more prominent role in industrial clusters,especially high-tech industrial clusters.Based on the GEM model,this paper incorporates technological innovation factors into the GEM model,constructs a set of GEMI models covering 4 factors,8 factors and 36 explicit observation indexes,and uses AHP analytic hierarchy process to determine the index weights,and establishes GEMI model evaluation Index system.This paper uses models to measure the electronic information industry clusters in Shenzhen and Beijing.The evaluation results show that the competitiveness of the electronic information industry clusters in Shenzhen is stronger than that in Beijing,and the GEMI model is more accurate and reliable than the traditional model.
