摘要
面对高速公路改扩建采用不封闭交通模式下路桥养护安全管理问题的突出现状,以济青高速为例,分析了“边通车、边施工”形势下路桥安全畅通面临的严峻形势和养护管理模式的不足,以保路桥安全畅通为目标,构建“统一管理+联防联控+联勤联动”的路桥养护安全管理体系,通过路桥日常养护管理和应急管理,对新养护管理体系的实施提出了详细可行的措施,减少了改扩建施工与路桥养护管理的冲突,保障了路桥安全和通行能力,实现了施工、运营两不误.结果表明,本文构建的养护安全管理体系对高速公路运营与改扩建并存模式下养护管理值得推广.
Faced with the outstanding status quo of highway and bridge maintenance safety management without road closure,this paper analyzed the severe situation and maintenance management mode of road and bridge safety under the situation of“open to traffic and construction under construction”based on the data from the Jiqing Expressway.The goal is to ensure the smooth flow of roads and bridges,and to build a“unified management+joint prevention and joint control+joint logistics linkage”road and bridge maintenance safety management system.Through the daily maintenance management and emergency management of roads and bridges,the implementation of the new maintenance management system is proposed in detail.Practicable measures have reduced the conflict between reconstruction and expansion construction and road and bridge maintenance management,ensured road and bridge safety and traffic capacity,and achieved both construction and operation.The results show that the maintenance safety management system developed in this paper is worthy of promotion for maintenance management without road closure.
