摘要
新冠肺炎疫情期间,都市农业在确保城市地区“米袋子”“菜篮子”量足价稳的过程中发挥了重要作用。本文采用熵值法和耦合协调度模型测算并探究了中部地区两大中心城市——郑州市和武汉市2006—2017年都市农业发展与资源环境承载力之间的协调效应研究。研究结果表明:两系统总体水平均呈波动上升态势,耦合度在0.4~0.5小幅变动,协调状态从拮抗阶段转变为目前的耦合阶段,距离高度耦合还有相当大的差距。基于此,本文提出以下政策建议:立足资源环境的承载容量,合理规划都市农业发展的空间格局;构建绿色生产体系,倒逼都市农业实现高质量发展;加大财政支撑的倾斜力度,确保两市都市农业发展与资源环境承载力协调推进。
During the epidemic of COVID-19,urban agriculture played an important role in ensuring that the quantity of“rice bags”and“vegetable baskets”in urban areas and the prices were stable.The entropy method and the coupling coordination model were used to measure and explore the coordination effect between urban agricultural development and resource and environmental carrying capacity in Zhengzhou and Wuhan,two major central cities in the central region from 2006 to 2017.The results show that the overall level of the two systems is fluctuating and the coupling degree changes slightly from 0.4 to 0.5.The coordination state changes from the antagonistic stage to the current coupling stage,and there is still a considerable gap from the high coupling.Put forward a resource-based carrying capacity and rationally plan the spatial pattern of urban agricultural development;and build a green production system to force urban agriculture to achieve high-quality development;and increase the intensity of financial support to policy recommendations to ensure the coordinated advancement of urban agricultural development and resource and environmental carrying capacity in the two cities.
