摘要
通过建立面板数据模型与采用2012-2017年中国创业板上市公司微观数据,研究财政补贴政策对企业研发创新的影响以及区分不同行业和地区来分析影响的异质性。其中企业研发创新活动根据发展阶段分为研发投入与创新产出,实证结果表明:财政补贴与企业研发投入具有显著的正相关关系,表明财政补贴对企业创新投入具有促进作用;财政补贴对企业创新产出的影响不显著。按照行业划分,财政补贴对高新技术企业研发投入和创新产出显著正相关,对非高新技术企业研发投入的关系不显著,创新产出的关系显著。按照地区划分,对于东部地区,财政补贴与企业研发投入和创新产出显著正相关;对于非东部地区,财政补贴对企业研发投入具有促进作用,与创新产出关系不密切。本文的研究结论有助于优化财政补贴的配置,提高财政补贴的使用效率。
By establishing the panel data model and using the micro-data of companies listed on China’s Growth Enterprise Market from 2012 to 2017,this paper studied the impact of financial subsidy policy on enterprise R&D and innovation and analyzed the heterogeneity of the impact by differentiating different industries and regions.Among them,Enterprise R&D and innovation activities are divided into R&D investment and innovation output according to the development stage.The empirical results show that:financial subsidies and enterprise R&D investment have a significant positive correlation,indicating that financial subsidies have a promoting effect on enterprise innovation investment;The impact of output is not significant.According to industry classification,financial subsidies have a significant positive correlation with the R&D investment and innovation output of high-tech enterprises.The relationship between R&D investment of non-high-tech enterprises is not significant,and the relationship of innovation output is significant.According to the regional division,for the eastern region,financial subsidies are significantly positively correlated with corporate R&D investment and innovation output;for non-eastern regions,financial subsidies have a positive effect on corporate R&D investment and are not closely related to innovation output.The research conclusion of this paper will help to optimize the allocation of financial subsidies and improve the efficiency of the use of financial subsidies.
