摘要
本文聚焦于漳江口红树林国家级自然保护区,通过实地调研,从保护区政策落实情况及工作重点、红树林保护效果评估和毗邻居民民意调查三方面对其生态文明建设成果进行分析。调查发现保护工作中存在毗邻居民抵触情绪强烈、宣教形式局限、工作人员职能分工不明确、技防投入有待加强等问题。提出减少经济依赖、提倡柔性执法、加强思想宣传、运用科学技术等的针对性提升方案,为沿海农村地区湿地保护工作提供参考。
This paper focuses on the Zhang Jiang Estuary Mangrove National Nature Reserve in Yun-xiao county,through field investigation,this paper analyzes the achievements of ecological civilization construction faced by three parties:the implementation of the reserve policy and the focus of work,the evaluation of the protection effect of mangroves and the public opinion survey of adjacent residents.The survey found that there were some problems in the protection work,such as strong resistance of neighboring residents,limited form of education,unclear division of functions of staff,investment in technical prevention and so on.Some targeted promotion schemes are put forward,such as reducing economic dependence,advocating flexible law enforcement,strengthening ideological propaganda and using science and technology,so as to provide reference for wetland protection in coastal rural areas.
