摘要
城乡建设用地增减挂钩政策,在乡村振兴和农村脱贫攻坚过程中既有效缓解了发展用地需求,又提供重要的资金支持,发挥了重要功用。但各地在实施过程中出现了偏离保障耕地、集约用地政策初衷的现象,出现政策执行成本较高等困境。基于农村宅基地的基本社会保障和可复垦为耕地,以及政策性财产收益价值和综合配套等性质,提出完善退地农民补偿安置,拓展增减挂钩政策多元融资渠道,因地制宜编制增减挂钩方案,稳步推进农村宅基地改革等措施,以实现对城乡建设用地增减挂钩政策的优化。
The policy of linking increase and decrease of urban and rural construction land plays an important role in effectively alleviating the demand for developing land and providing important financial support in the process of rural revitalization and poverty alleviation.However,in the process of implementation,some localities have deviated from the original intention of guaranteeing arable land and intensive use of land,resulting in the dilemma of high cost.Based on the basic social security and reclaimed arable land of rural homestead as well as the nature of policy property income value and comprehensive supporting facilities,this paper proposes to improve the compensation and settlement for rural people,expand multiple financing channels,work out a programme in accordance with local conditions,steadily push forward the reform of rural homestead,so as to optimize the policy of linking increase and decrease of urban and rural construction land.
