摘要
通过查阅文献资料、实地访谈,对广东青蒿科技团队在后青蒿素时代开展青蒿素药物国际产业化研发实践的案例研究,探讨我国具有知识产权的青蒿药物企业开拓国际抗疟药市场的成功经验:由政府、企业资源集成的国外抗疟基地和大学科技园平台,增强了团队产业化研发创新能力;以产、学、研集成的青蒿药物全价值链,优化了团队产业化研发创新结构;靠国内外相关政策、法律信息的集成运用,提升了团队产业化研发创新决策效率;把团队文化价值目标作为文化集成指南,激发了团队产业化研发创新活力。其中,产学研自主创新联盟是青蒿药物国际产业化研发创新主体;在兼顾自主知识产权基础上通过国外抗疟基地实现国际抗疟药市场突破是一有效策略;遵守世界卫生组织规则、关注国内外医药卫生政策法规信息变化是青蒿药物国际产业化研发基础;"根除地球疟疾,造福人类"的抗疟文化价值目标是青蒿药物国际产业化研发动力。
Through literature review and on-the-spot interviews,and case study on the international industrialization research and development of artemisinin drugs by Guangdong artemisia science and technology team in the postartemisinin era,this paper discusses the successful experience of artemisinin pharmaceutical enterprises with intellectual property rights in developing the international antimalarial drug market,which are:the overseas anti malaria base and university science park platform integrated by government and enterprise resources have enhanced the team’s industrial R&D and innovation ability;the team’s industrial R&D and innovation structure has been optimized by the whole value chain of artemisia drug integrated through the combination of production,learning and research;the team’s industrial R&D innovation decision-making efficiency has been improved relying on the integrated application of relevant policies and legal information at home and abroad;the team’s industrialization R&D innovation vitality has been inspired by taking the team cultural values as a guide to cultural integration.Among them,industry,university and research independent innovation alliance is the main body of artemisinin drugs international industrialization R&D innovation;it is an effective strategy to achieve the breakthrough of the international antimalarial drug market through the overseas antimalarial base on the basis of taking into account the independent intellectual property rights;compliance with WHO rules,concern about domestic and foreign medical and health policies and regulations information changes are the basis of the international industrialization of artemisia drugs R&D;the anti-malaria cultural value goal of"eradicating malaria on the earth,for the benefit of mankind"is the motive force of artemisinin drugs international industrialization research and development.
