浙江省领海基点海岛现状监测和分析 被引量:2

Monitoring and Analysis of the Status quo of Islands in Zhejiang′s Territorial Waters

摘要 为及时掌握领海基点及其标志建设、领海基点海岛开发利用以及领海基点海岛周边海域生态环境等状况,文章采用卫星影像、无人机航摄和现场巡查相结合的监测方式,对浙江省领海基点海岛标志、地形地物、植被、地质灾害、人类活动、开发利用状况和周边海域生态环境进行监测和分析。研究结果表明:浙江省领海基点海岛保护状况总体较好,周边海域海水符合第一类和第二类海水水质标准,地形地貌无明显变化;部分领海基点海岛出现海蚀崖、海蚀沟和岩体裂缝并有海钓活动痕迹,部分领海基点方位点标志碑由于风暴浪的冲击存在局部损毁的现象。后续应对损毁领海基点方位点标志碑开展整修和维护工作;对已发生和可能发生的崩塌和滑坡等地质灾害进行常态化监测;在掌握海岛生态系统现状的基础上建立评估机制,开展海岛生态系统健康评估;积极与利益相关部门开展联系和沟通,形成领海基点海岛保护协调制度;进一步加强对领海基点海岛保护的宣传工作。 In order to timely grasp the status of the construction of territorial sea base points and their signs and the development and utilization of territorial sea base point islands,analyze the ecological environment of the seas around the territorial sea base point islands,this paper used a combination of satellite imagery,drone aerial photography,and on-site monitoring to monitor island signs,topography,vegetation,geological disasters,man-made activities,development and utilization conditions,and sea ecological environment.The research results showed that the protection status of the territorial sea base points was generally good.The seawater around the protected area reached the first and second types of sea water quality standards,and the topography had not changed significantly.However,some base islands had sea cliffs,sea erosion trenches and rock mass cracks.There were traces of sea fishing on the island,and some landmarks of territorial sea base points were partially damaged due to the impact of storm waves.Renovation and maintenance work should be carried out to repair and maintain the landmarks of the base points of the damaged territorial waters,the normalized monitoring of geological disasters such as collapses and landslides that have occurred and may occur,and the establishment of an evaluation mechanism based on the current status of the island ecosystem to develop the health of the island ecosystem evaluation,actively contact and communicate with relevant stakeholders to form a coordination system for the protection of territorial sea base points,and further strengthen the publicity work on the protection of territorial sea base points.
