摘要
运营作为中国铁路“走出去”的重要组成部分,运营模式的宏观选择直接关系到中国铁路在海外运营的成效。界定中国铁路“走出去”运营模式的内涵,剖析网运合一、网运分离以及特许经营等铁路运营模式,分析项目所在国的国家性质和区域特点、运营模式适应性、项目所在国建设初衷与“走出去”战略目标契合度等中国铁路“走出去”运营模式宏观选择策略的控制要素。提出重视铁路运营模式前期规划与顶层设计、换位思考确定铁路运营模式以及合理采用“引导、适应、变通”等宏观选择策略,以确定有利于中国铁路“走出去”的运营模式。
As an important part of Chinese railways‘going global’,the choice of macroscopic operation mode is crucial to the performance of overseas operation by the Chinese railway enterprises.This paper defines the connotation of the operation mode for Chinese railways‘going global’,dissects railway operation modes,such as integration of network and operation,separation of network and operation,and franchise,and analyzes the control elements in macro-selection strategy for Chinese railways‘going global’,such as the national nature and regional characteristics of host countries,the adaptability of operation mode and the matching of the original construction intention of host countries with the strategic goal of‘going global’.Finally,it puts forward the following suggestions:Attach importance to the preliminary planning and top-level design of the railway operation mode;determine the operation mode favorable to Chinese railways‘going global’by thinking the way of host countries and reasonably applying the macro-selection strategy of‘guiding,adaptation and flexibility’.
