社会主要矛盾转变背景下被征地农民社会保障价值目标体系研究被引量：2

On the Value Target System of Social Security for Land-Expropriated Peasants under the Background of the Transformation of Major Social Contradictions

摘要被征地农民社会保障价值目标体系主要包括价值逻辑、价值理念、价值追求等核心要素。被征地农民社会保障价值目标的逻辑起点理应是回应“公共利益”需要,本质属性是追求社会“公平正义”,特别主张则是补偿“可行能力”。当前,“土地换社保”的价值逻辑,偏离社会“公平正义”的价值理念以及“广覆盖”的价值追求,导致了被征地农民社会保障价值目标体系构架凌乱以及该群体发展不平衡不充分困境的产生。唯有基于“公共利益”需要、社会“公平正义”实现以及“可行能力”提升重构价值逻辑、价值理念与价值追求,方能促进价值目标本质回归,进而助推该群体发展困境摆脱和社会主要矛盾的化解。 The value target system of social security for land-expropriated peasants mainly includes the core elements such as value logic,value concept,value pursuit and so on.The logical starting point of the social security value goal of land-expropriated peasants should be to the response of“public interests”,the essential attribute is to pursue social equity and justice,and the special proposition is to compensate the“feasible ability”.At present,the value logic of“land exchanging for social security”deviates from the value concept of social equity and justice and the value pursuit of extensive coverage for basic social security,which leads to the messy structure of the value target system of social security for land-expropriated peasants and the unbalanced and inadequate development of them.Therefore,basing on the needs of public interests,the realization of social fairness and justice and the improvement of“feasible ability”the essence of value logic,value concept and value pursuit can be reconstructed for the return of value target essence,and further to get rid of their development dilemma and resolve the major social contradictions.
