摘要
“智慧城市”作为发展城市的新思维,能够推进城市生产、生活和管理方式创新,提升政府服务价值,创造产业经济价值,体现民生社会价值。构建智慧城市首先需要明确建设需求,通过具体需求构建顶层设计,指导智慧城市的具体建设才能够以顶层思维避免信息孤岛和重复建设,实现统筹协调机制,有序促进建设。智慧城市的顶层设计主要围绕统一探究生产、生活、生态空间发展,探索治理“大城市病”的新途径,构建新的城市管理服务体系,统筹政府、社会、市民各方主体,加快城市信息化建设,实现城市的共治共管、共建共享。
"Smart city",as a new way of developing cities,can promote the innovation of urban production,living and management methods.Improve the value of government services,create industrial economic value,refl ect the social value of people's livelihood.To build a smart city,it is necessary to defi ne the construction needs fi rstly,and build the top-level design through specifi c needs,and guide the specifi c construction of the smart city to avoid information islands and repeated construction with top-level thinking,achieve an overall coordination mechanism,and promote construction in an orderly manner.The top-level design of smart cities mainly focuses on the unifi ed exploration of production,life,and ecological space development,explores new ways to manage"big city diseases",builds a new urban management service system,coordinates the government,society,and citizens to accelerate urban informatization construction,to make city co-governance,co-management,co-construction and sharing.
