摘要
境外办学自身发展及其功能发挥的前提是对其概念有清晰的认识,但理论及实践领域对境外办学概念这一根本性的问题尚未达成共识。境外办学是跨境教育的重要形式,跨境教育的术语变迁与使用、主要类别、共同要素反映了其理论研究和实践发展的关注焦点、核心要素的发展脉络和概念框架重点,也是我国境外办学和跨境教育对话交流的基础。运用框架理论,以境外办学本质属性为逻辑起点,分析跨境教育语境下境外办学目标、办学主体、办学方式、课程提供、师资队伍、招生对象、学历/学位授予、质量保障等要素及其关系,是历史性和综合性地把握境外办学概念要素,构建既符合我国境外办学发展形势,又可与他国境外办学比较和对话的境外办学概念框架的重要路径。
The premise of the development and function of running school abroad is to have a clear understanding of its concept,but there is no consensus on the fundamental issue of the concept to run school abroad in theory and practice.Running school abroad is an important form of cross-border education.The change and use of terms,main categories and common elements of cross-border education reflect the focus of theoretical research and practical development,the development context and conceptual framework of core elements,and also the basis to run school abroad and cross-border education dialogue and exchange in China.Using the framework theory and taking the nature as the logical starting point,it is a historical and comprehensive way to grasp the concept elements to run school abroad,and to construct the elements and their relations,such as the goal,the main body,the way of running a school,the provision of courses,the teaching staff,the object of enrollment,the educational background/degree granting,and the quality assurance in the context of cross-border education.The development situation can also be compared with other countries’overseas schools and an important path of the conceptual framework of overseas schools.
