摘要
十八大以来,党的纪律建设中一个重大理念创新就是把纪律和规矩挺在前面,坚持纪严于法、纪在法前,探索实践监督执纪“四种形态”。学术界围绕监督执纪“四种形态”的理论基础、历史渊源、实践逻辑、基本内涵、构成要素、重要意义、实践探索等问题展开了一系列研究,取得了丰硕的成果。但在对“四种形态”的认识层面,需要澄清一些认识误区。新时代为了进一步深化对“四种形态”的研究,需要进一步探索国家监察体制改革背景下“四种形态”的实践方式,着力做好长期监督和日常监督,更加精准运用“四种形态”。
An ideological innovation within the sphere of Party construction since the 18th CCP National Congress is to prioritize disciplines and regulations with an adherence to strict Party disciplines applied ahead of national laws,making an exploration into the“four forms”of discipline inspection.The academic community has carried out a series of studies on the theoretical basis,historical origin,important significance,internal factors,practical exploration and other issues of the“four forms”of discipline inspection,achievements considerable.However,as regard the awareness layer,some misunderstandings have to be clarified.To deepen the study of related area,it is necessary to make further explorations into the realization methods of the four forms against the background of reform with the discipline inspection mechanism,emphasis to be laid on long-term supervision and daily supervision,the four forms to be applied more accurately.
