摘要
突发事件应急管理机制,是指针对突发事件而建立的国家统一领导、综合协调、分类管理、分级负责、属地为主的应急管理体制。一旦发生疫苗突发事件,就要求政府相关部门、各地卫生机构及时作出有效措施。突发事件也是考验政府能否在面对危机和困难时,及时采取有效措施,降低事件风险,维护政府在公众心中的地位,维护社会稳定的试金石。本文从疫苗事件角度出发,总结了政府相关机构在突发事件的应急处理工作中存在的主要问题,并提出了相应的管理改善措施。
The mechanism of emergency management for emergencies refers to the emergency management system of unified national leadership,comprehensive coordination,classified management,hierarchical responsibility and territoriality that is established for emergencies. Once a vaccine emergency occurs,relevant government departments and local health agencies are required to make effective measures in a timely manner. Emergencies are also a litmus test that tests whether the government can take effective measures in a timely manner to reduce the risk of incidents when facing crisis and difficulties,maintain the status of government in public mind,and obtain social stability. From the perspective of vaccine incidents,this article summarized the main problems in the emergency response of relevant government agencies,and proposed corresponding management improvement measures.
