摘要
随着国内智慧城市建设的迅速发展,PPP模式的应用能有效地解决了智慧城市在建设模式、资金融资和运营方式等方面的困境。基于智慧城市PPP项目的运作模式,选择政府、社会资本方作为利益相关者,确定其角色定位和利益诉求,在此基础上建立基于Shapely值法的智慧城市PPP项目利益分配模型。考虑影响利益分配的影响因素应包括股权占比、风险分担、贡献程度以及合同执行度,修正利益分配模型。最后,引入合肥市高新区实例验证模型的正确性,为智慧城市PPP项目利益分配研究提供一定的借鉴。
With the rapid development of domestic smart city construction,the application of PPP model can effectively solve the difficulties of smart city in construction mode,capital financing and operation mode. Based on the operation mode of smart city PPP project,the government and social capital parties were selected as stakeholders to determine their role orientation and interest demands. On this basis,the interest distribution model of smart city PPP project based on shapely value method is established. Considering the influence factors of interest distribution,we should modify the interest distribution model,including the share of equity,risk sharing,contribution degree and contract execution degree.Finally,a case study of Hefei high tech Zone was introduced to verify the correctness of the model,which provides a certain reference for the study of the benefit distribution of smart city PPP project.
