摘要
十九大提出“人才强国”战略,人力资源在现代产业体系构建中起着关键性的决定作用。目前,我国正处于经济建设的关键时期,海外高层次人才位于人才结构的顶端部分,对于城市加快产业升级和经济转型建设作用明显。政策创新是地方政府治理体系现代化的重要组成部分,在以往的研究基础上,研究H市出台海外高层次人才新政的影响因素、政策机制和存在问题,为地方政府人才引进政策创新提供政策对策。
The Nineteenth National Congress proposes the strategy of "Strengthening the country with talents", which means that human resources play a critical and decisive role in the construction of modern industrial system. At present, China is in an important period of economic construction. High-level overseas talents are at the top of the talent structure, which has a significant role in accelerating urban industrial upgrading and economic transformation. Policy innovation is an important part of the modernization of governance system of local government. This paper studies the influencing factors, policy mechanisms and existing problems of the new policy of high-level overseas talents issued by H city, and provides policy countermeasures for the innovations of talent introduction policy for local government.
