摘要
党中央密集布局新型基础设施建设是有效推进经济社会高质量发展的长远之计。“新基建”坚持以新发展理念为引领,是基于信息网络基础的技术创新应用,基本涵盖了第六次技术革命浪潮中的新兴产业,为其推进社会治理现代化提供了可能性。与传统基础设施相比,“新基建”具有强信息性、强关联性、强带动性的特征,为其推进社会治理现代化提供了可行性。充分利用“新基建”,有效推进社会治理社会化、精细化、智能化,从而提高社会治理现代化水平。在“新基建”布局过程中,应坚持以传统基建为基点,夯实社会治理现代化的经济基础;以发展需求为导向,提高人民在社会治理中的获得感;以科技创新为动力,加强社会治理现代化的科技支撑;以市场机制为圭臬,培育社会治理现代化的多元主体;以制度建设为保障,完善社会治理现代化的制度体系。布局“新基建”的目的不在于“建”,而在于“用”,要将“新基建”融入社会治理全过程,为推进社会治理现代化注入新动能。
The frequent emphasis by the Communist Party of China Central Committee on new infrastructure construction is a long-term plan to promote high-quality economic and social development.Guided by the new development concept,new infrastructure represents the application of technological innovation based on information network and covers virtually all the emerging industries in the sixth wave of technological revolution,making it possible to promote the modernization of social governance.Compared with traditional infrastructure,new infrastructure is information-intensive and widely interconnected and is a great driver,making it feasible to promote the modernization of social governance.It contributes to the society-wide,fine and intelligent social governance by making full use of new infrastructure to strengthen the leadership of grassroots party organizations in social governance,and thus helping to improve the modernization of social governance.The planning and construction of new infrastructure should be carried out together with traditional infrastructure construction to consolidate the economic foundation of modern social governance.In addition,it should focus on development need so as to improve the people’s sense of gain in social governance.Technological innovation should serve as the driver to provide technological support for modern social governance.The market mechanism should be adopted to cultivate multiple entities in the modernization of social governance,and the institutional construction should provide guarantee to improve the institutional system for the modernization of social governance.The purpose of new infrastructure construction lies in its application rather the construction itself.Therefore,new infrastructure construction should be integrated into the whole process of social governance and inject new momentum into the modernization of social governance.
