摘要
技术标准是自主创新的技术基础,评价技术标准的绩效对今后项目遴选、政策制定、引导行业发展、建立创新战略高地具有重要意义。以某市2017年度结题的36项技术标准项目为例,采用数据包络分析(DEA)法,通过深入研究技术标准项目投入与产出成果的绩效,科学地对项目绩效进行评价与分析。研究结果表明:某市2017年已结题技术标准项目绩效水平在整体上有一定提升空间,纺织行业表现出较高的综合绩效水平;从承研单位表现来看,高校最优,科研单位次之,企业最差。为了提升技术标准类项目的整体绩效,应加强对纺织行业等优势行业和企业的投入力度。
Technical standards are the basis of innovation.The performance evaluation of research projects for technical standard is significant for selecting projects,setting policy,guiding industry development and building strategic heights of innovation in the future.Data envelopment analysis(DEA)method was used to scientifically evaluate and analysis 36 finished research projects for technical standard in 2017 in a certain city by studying the research investment and achievement.The results showed that the overall performance of the research projects for technical standard in this city can be further improved.The research for technical standard in textile industry presents excellent performance.From the perspective of undertaking department performance,universities are the best,scientific institutions are the second and enterprises are the worst.In order to improve the overall performance of technical standard projects,investment for textile industry and other advantaged industries should be enhanced.
