摘要互联网信息技术的迅猛发展为新一轮警务改革提供了重要契机。在大数据时代,深度挖掘各类数据资源的价值并将其有效整合成为了主动警务模式的发展方向。目前四川藏区智慧公安运行存在标准体系缺乏,警务机制整合和信息资源共享受阻;重视数据采集数量,忽视了数据质量和应用深度;过度依赖技术公司,缺乏完善的信息安全保障体系三方面的问题。要以问题为导向,从转变传统思维方式,以智慧公安建设触发新一轮警务改革活力;推动运营准入标准化建设,整合资源、破除壁垒;健全组织机制和安全保障,高效推进智慧公安建设;推动数据资源深度运用,发挥智慧公安服务实战效能等四个方面提出了以主动警务战略为核心,提升四川藏区智慧公安运行效能的具体路径,助力新时代社会治理体系和治理能力的现代化。 The rapid development of Internet information technology provides an important opportunity for a new round of police reform.In the era of big data,deeply tap the potential of various data resources and integrate them effectively provide an orientionhas in this active police pattern.Nowdays,there are three aspects issues during the current situation of intelligent police in Tibetan areas of Sichuan:substandard running system,disintegrated police mechanism and blocked information resource sharing;emphasis on the quantity of data collection rather than the quality and depth of application;excessive reliance on technology companies and the lack of a sound information security system.This paper advances four problem-oriented measures in order to transform traditional thinking:to change from the traditional way of thinking to the intelligent public security that can trigger a new round of police reform;to integrate resources and break barriers for its access standardization;to improve organizational mechanisms and safeguards for its effective construction;and to promote in-depth application of data resources for its combat efficiency.All above in conclusion,this paper aims to improve the operational efficiency of intelligent public security in Tibetan areas of Sichuan province with the active police strategy as the core,so as to modernize the governance system and capacity in the new era.
